In loud clubs, this is easy if you take into account that you may have to pull her into you with your arm around her waist guiding her back into you, and mainly, in order for you to speak to her, you have to speak into her ear from ear-licking distance.
Your Lips
There've been times when I'm leaning in or pulling her in to talk or whisper into her ear that I'll graze my cheek along hers. Speak into her ear, cheeks touching, look at her, then let her respond into your ear in the same manner. From there, if you really wanted to, you could even just kiss her mid-sentence and give that funny "Oops" look and smile.

As an alternative, it would be more charming (and somewhat Incidental/ friendly) to kiss her cheek, hair, or forehead earlier on in conversation. Kiss her lips later, or better yet, in isolation where it's intimate and you're both turned on. You should always go for this kissing-on-the-cheek-type stuff (similar to kissing the back of her hand) as it's the most physically sexual you can get while still being non-sexual.
Your Hands
As far as touching above the neck with your hands, you can always say she's got an eyelash there while you move to wipe it away... even if there wasn't one! LOL!!!
Or you can ask her about her hair as you're feeling it coz you admire it. I used to do this thing where I'd beep a girl's nose coz it reminds me of a button, or I'd tell her how some girls would beep mine coz I have a button nose and so I started doing that to people.
Oh yeah... like FreeVerse said, the camera stuff makes it easy to take pics cheek-to-cheek. You can do the same with normal hugging. I do hugs and kisses on the cheek regularly myself. That's just how I am with women these days. It's a normal thing.
