I've had similar issues, and i've found something that has worked 2 for 2... not that many times but I've gone days without receiving a response, and this worked both times. So, first of all, after you sent whatever text or phone call that she didnt reply to, wait 2 days! make sure you go 2 days without sending her a text or calling her. then send her a text along these lines;
'it was nice to meet you, another time or should I delete your number? no hard feelings either way.'
i changed the text a bit depending on the girl, but the important thing is that you show that you are willing to delete the number, also show that you do or did enjoy her company (unless it is obvious from your last interaction), and THE MOST IMPORTANT PART is to say that there are no hard feelings either way, that you are indifferent. A girl who told me i was the first to get a date with her in a long while, told me that the fact that i said 'no hard feelings either way' was the ONLY reason that she agreed to a date, after me trying to get a date from her for over 6 months!
