I feel your frustration. I think I get what you are saying now. You are trying to point out that the DEL is incomplete based on an oversight or an assumption, leaving out the removing of cloths step in the DEL.

Personally I find it to be an unessesary step to include.

Here is the thing dude, the DEL is designed to help eliminate ASD and LMR. Its about making her comfortable with you and then aroused enough to want your cock.
